How to get a Stromer up to 38 mph.

When I bought the bike it was the first thing that I asked the dealer and he told me that there is a way but he couldn't show me because of laws that prohibit these things. I just said that I would probably find it on the web if I just looked for it. It is now many months later and I still haven't found anybody who has actually done it. I have only read of people who have entered codes which don't work.
Do any of you really know of a way to do it and if so have you done it?
And my other gripe is that on very steep hills I can only go 34 mph and then the resistance of the motor will stop me from going faster. I can normally get to 40 mph on my real bicycle on these hills.

You need about 2000 watts to attain 38 mph. You hear people bragging they did 38 or even 40 mph on their road bikes but you have to keep in mind that they were going downhill. I have an ST1 Model. The hills I'm on get me to 40mph & I don't notice any interference w/ the motor. Could just be it's a really steep hill. Over 28mph on a flat section for me, means I'm going faster than I can comfortably sustain for more than a minute or 2 & in power mode. Hovering around 28 mph is no problem in power mode.
