Batteries are always happier at room temperature, but you can expect to lose about 20% capacity at 15F. If your battery is oversized for your trip anyway, not a big deal. The critical part is not to charge it when it's below freezing. If you have a long trip, I'd think a cover would slow the cooling but it might reach ambient temp by the end of the trip anyway. Also from NEPA, Dallas.I live in northeastern PA and it does indeed get cold here. I'm not much of a cold weather rider and generally don't venture out when the temp gets below freezing. In my case, the loss doesn't really affect my rides.
Battery performance does indeed drop off in cold weather. Storing & charging your battery indoors is always a good idea. The cover I mentioned isn't neoprene but it does contain a good deal of fiber filler which will provide some insulation. The performance loss you see will depend on the length of your commute and whether or not you can store & charge the battery at work.
