New IZIP - shuts off intermittently - doesn't turn on

This is a 2015 model that I just recieved. I rode it yesterday for 15 miles. Battery was fully charged when I started, battery was locked into place. The electrics shutdown (no assist and display blank). 3 times during the ride. Once at 1/2 mile, once at 7 miles and once at 8 miles. Each time I was able to restart the device after a few minutes. The battery indicator showed power left before and after each event. I have seen a 'E' on the display multiple times and I have also seen the wrench symbol. At the time I was not familiar enough with it to know how to check for error codes.

I think the battery has an issue. it has been on the charger for 24 hours. The battery won't turn on. The output at the base of the battery is 40.6 volts and the fuse is good. This is of course a 48 volt battery. If I check the voltage at the base of the battery with the charger hooked up it shows 54 + volts as expected. With the battery installed and the charger plugged in the digital display lights up with information, but does not give any feedback about the battery (I assume this is expected, since the battery will not turn on).

Actually this is a 2015 Raleigh Ketoa which is nearly identical to the IZIP Peak.

I'm wondering if anyone else has had this problem? Shouldn't I expect to get ~48v out of the battery when charged?

Sounds like you've got a dead battery. A full 48V battery puts out 54.6V. A dead 48V battery puts out ~39V, but it depends on your particular controller and battery setup.
