Super73 Turns on, no throttle

Got a Super73 with throttle-only hub motor. Charge gauge lights up like normal, but throttle provides no motor. Already checked main harness connections and brake switches and couldn't find any issues. Controller?

Always good to have a multimeter and find out where current has stopped. Cheaper than replacing parts from guess work.
